VILLAGE OF LOWVILLE-February 10, 2019.  An early morning traffic stop lead to charges against a Village of 24 year old Village of Lowville man.

Lewis County Sheriffs deputies arrested Douglas M. Tuttle following a traffic stop on Cascade Avenue in the Village early Sunday morning. Tuttle was reportedly the front seat passenger of a vehicle which deputies reported had an expired safety inspection certificate. During the investigation, it was discovered that Tuttle had been consuming alcohol inside the vehicle, and he was allegedly in possession of a small quantity of marijuana that was located on his person. Tuttle was issued appearance tickets for Consumption of an Alcoholic Beverage in a Motor Vehicle and Unlawful Possession of Marijuana. The driver of the vehicle whose name was not released was issued a traffic ticket for Uninspected Motor Vehicle. Tuttle will answer the charges in the Village of Lowville Court.
