Voters in the Carthage Central School District will decide next month on spending $16.9 million to fix up and modernize the district's buildings.  The first proposition at $13,150,000 would be put toward maintenance, health and safety issues and security at the district's buildings.  A second proposition of $3,750,000 would add classrooms at West Carthage Elementary School and upgrade technology across the district. However, the school board has agreed that the second proposition won't pass unless the first one does.  The vote will be held from 12 - 9 pm on March 19th at the high school library. School officials estimate the two propositions together will cost the average homeowner $1.33.
