Interview: Casandra Buell talks upcoming 'Complete Streets' open house at Lewis County Education Center

LOWVILLE- The goal for Lewis County to complete its streets is to ensure local villages and hamlets are provided with the tools they need to ensure safe access for anyone using their streets.

That's according to Casandra Buell. She heads the office of Planning and Community Development. "Last-year, Public Health completed their 2022 Community Health Assessment," she said.

"Ashley Waite and Anna Platz have really been steering us into looking at community public health through complete streets and ways that we can use planning and planning in our communities to benefit public health." Listen to our latest on-air coverage here:

Some residents may not be aware, but there are numerous streets and public roadways throughout Lewis County that do not meet what is defined as a 'complete street:' "A roadway that is designed and operated to enable safe access for pedestrians, bicyclists, motorists, and public transportation users of all ages and abilities to allow for safe movement along and across a roadway," according to a statement from the Planning Office. 

With consultation, technical, and engineering expertise provided by Barton & Loguidice’s Syracuse office and Clarkson University, Lewis County will undertake a comprehensive study of existing conditions, provide the Board of Legislators with Complete Streets Design Guidelines for adoption, and develop a list of recommendations and customized complete streets solutions for up to 11 villages and hamlets.

In other words, Buell told us the county's role for this initiative is simply providing any necessary guidance and tools before townships and villages start drawing up blueprints. 

To help achieve an effective plan moving forward, folks are reminded of an upcoming open house Wednesday, August 9 from 4:00 to 7:00 p.m. at Lewis County Education Center (7395 East Road, Lowville, NY).
