Wind chills as low as 35 below zero. * WHERE...Northern Oneida, Onondaga, Madison, Southern Oneida, Cortland, Chenango, Otsego, Delaware and Sullivan counties. * WHEN...From late Thursday night through Saturday afternoon. * IMPACTS...The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
