Carthage Man Arrested following a Burglary in the Town of Champion

TOWN OF CHAMPION- On June 12, 2025, at 4:40 a.m. State Police responded to a residence on State Route 3 in the town of Champion for a report of a burglary.  

Troopers responded and interviewed the homeowner who stated that they found a male inside their residence stealing items.  The male then ran off when confronted by the homeowner.  

While searching the area, Troopers located a male matching the suspect description walking through the woods on a neighboring property.  Troopers took the male into custody and he was positively identified by the homeowner as the suspect.  

The suspect, identified as Philip E. Winkemplek, age 38, from Carthage, was charged with Burglary 2nd, a Class C Felony.  

Winkemplek was arraigned in the Jefferson County CAP Court and remanded to jail on $10,000 cash/ $15,000 bond/ $20,000 partially secure bond.
