Charges against North Country substitute teacher accused of inappropriate contact with elementary children upgraded to felony status

JEFFERSON COUNTY- Charges against the substitute teacher accused of inappropriately touching students at West Carthage Elementary School have now been upgraded to felonies.

As reported last-week, Lowell A. Williams, age 64, of Carthage, NY was arrested by the New York State Police after the school received complaints that he had inappropriate contact with multiple third-grade students.

According to the latest updates provided by investigators, those charges are now elevated to felony counts of sexual abuse.

Williams was originally charged with misdemeanor counts of forcible touching and endangering the welfare of a child.

He is due to appear in court later this month. Meanwhile, Williams has been ordered to stay away from all school grounds.

According to school officials, it is the district’s goal to have Williams convicted and registered as a sex offender.
