Local resident accused of leaving cats behind unattended after moving from Lowville apartment

LOWVILLE- A local resident is is accused of leaving pets behind after moving from an apartment in Lewis County, authorities say.

Raymond P. Smith, 59, of Lowville, NY is formally charged by the Village Police Department with failing to provide sustenance, a misdemeanor via New York's Ag and Markets Law.

Chief of Police Daryl Ortlieb alleges that Smith moved from his apartment but left 5 cats behind, which were unattended.

Smith was issued with an appearance ticket, which is returnable to Lowville Town Court at a later date, police said at press time.
