Local resident charged with four counts of animal cruelty in Oneida County: NYSP

LEE- A local resident from Oneida County is accused of animal cruelty following complaints this week, authorities say.

Elizabeth J. Higby, 50, of Lee, NY was arrested Wednesday morning by the New York State Police (Lee). Higby is formally charged with four misdemeanor counts of torturing/injuring and/or not feeding an animal.

Troopers say the charges stem from a dog complaint filed Tuesday morning in the town of Lee.

At press time, police said an investigation was pending. Higby was issued with an appearance ticket.
