LPD: Suspect who continuously blew vehicle horn arrested, charged with disorderly conduct and aggravated unlicensed operation

LOWVILLE- A local resident is accused of disorderly conduct for disrupting the peace in Lewis County, authorities say.

Dustin A. Spencer, 30, of Lowville, NY was arrested by the village police department and charged with disorderly conduct and aggravated unlicensed operation in the third-degree.

According to Chief of Police Daryl Ortlieb, the arrest stems from after a complaint was received this week on South State Street, where a male subject continuously blew his vehicle horn for an extended period of time, causing annoyance for the general public nearby.

While investigating, police discovered that the suspect, Mr. Spencer, had a suspended driver’s license.

At press time, police said that Spencer was issued with an appearance ticket, which is returnable to Lowville Town Court at a later date.
