Early Thursday morning, Philip E. Winkempleck, 38, of Carthage, NY was arrested and charged by the New York State Police (Watertown) with one felony count of burglary in the second-degree (illegal entry of a dwelling).
Troopers say this arrest stems from a burglary complaint early Thursday morning in the town of Champion.
At press time, police said that Winkempleck’s arrest status suggested an appearance for centralized arraignment.
