* WHAT...Very cold, temperatures as low as 32 expected.

* WHERE...Portions of central New York and northeast Pennsylvania.

* WHEN...From 2 A.M. to 8 A.M. EDT Tuesday.

* IMPACTS...Frost could harm sensitive outdoor vegetation. Sensitive outdoor plants may be killed if left uncovered.
