REPORT: North Country man charged with rape in Jefferson County

CARTHAGE- A North Country man is faced with rape accusations, stemming from an incident that police began investigating back in the spring.

Arthur Bowman Jr., 47, of Carthage, NY was arrested on Thursday by the Carthage Village Police Department. Bowman is formally charged with rape and criminal sex act in the first-degrees, along with criminal sex act in the third-degree.

Chief of Police, John Poggi, told reporters from WWNY-TV that Bowman is accused of raping a woman.

The investigation sparked back in April. Bowman reportedly turned himself over to police on Thursday after a Jefferson County Grand Jury indicted him on the charges.
