State Police investigate fatal accident involving two vehicles and a dump truck in Jefferson County

BLACK RIVER- Emergency responders say one local person has perished and another was hospitalized in the wake of a Jefferson County accident involving two vehicles and a dump truck last Friday.

It happened shortly after 12:00 noon on State Route 3, in the village of Black River, NY.

As of this report, State Police investigation suggests a 2017 Hyundai Elantra was struck by an eastbound 2018 Ram truck. It’s determined that Shane D. Umstead, 32, of Pleesis, NY, the Ram driver, failed to see the Elantra in-front of him.

At impact, the Hyundai was pushed into the path of an oncoming dump truck, driven by Joseph J. England, 51, of Adams, NY.

There were two occupants inside the Hyundai, including the driver, Roxanne E. O’Connor, 74, and passenger, Charles A. Taylor, 79, both of Carthage, NY.

It’s reported that O’Connor was taken to Samaritan Medical Center with that authorities described as non-life threatening injuries. Meanwhile, Taylor was airlifted to SUNY Upstate Medical Center, where he was officially pronounced deceased.

No other injuries were reported and State Police say the investigation remains ongoing.
