FOR ONEIDA COUNTY-...WINTER STORM WARNING IN EFFECT UNTIL 10 PM EST THURSDAY... * WHAT...Heavy snow expected. Total snow accumulations between 4 and 9 inches, locally up to 10 inches over the higher elevations. * WHERE...A portion of central New York. * WHEN...Until 10 PM EST Thursday. * IMPACTS...Travel could be very difficult. The hazardous conditions could impact the Thursday morning and evening commutes. * ADDITIONAL DETAILS...Valley locations in the advisory are forecast to receive between 3 to 6 inches of snow, with 5 to 10 inches expected over the higher elevations. This will be a dense, wet snowfall. Scattered power outages are possible. The steadiest snow will fall between 4 AM and 7 PM Thursday. PRECAUTIONARY/PREPAREDNESS ACTIONS...
