FOLLOW UP: Lisbon woman who apparently took $28,000 payment from Constantino’s campaign said “That’s nobody’s business” when asked why

ST. LAWRENCE COUNTY- Why did Lisa Fogarty accept a $28,000 payment from NY-21 Republican Congressional candidate Anthony Constantino?
When WWNY-TV asked her that very question, her response was “That’s nobody’s business.”
As previously reported this week, Fogarty is the romantic partner of Scott Hooper. From July, 2022 into April, 2024, Hooper worked on the farm of Constantino’s Democratic challenger, Blake Gendebien.
Hooper was reportedly fired for cause.
According to reports, Fogarty is allegedly the source of a complaint that Constantino has turned into a campaign issue - accusing his opponent, Mr. Gendebien, of illegally dumped dead cows and other debris at his Lisbon, NY farm.
After Constantino’s campaign team achieved areal drone footage of the apparent dump site on Blake’s land, the New York State DEC investigated a complaint it received back in September.
However, the DEC and New York State Police found no wrong doings associated with Gendebien’s property and both agencies declared no further investigation.
As it has been reported, Mr. Constantino remains adamant that the case has been re-opened, despite a follow up DEC confirmation to Flack Broadcasting and several other sources that the investigation has been and remains closed.
Now, reports are raising suspicions over the complaint’s credibility because of the payment and allegations that Fogarty threatened Gendebien two years ago.
In response to these developments, Constantino told reporters that “Fogarty is a Lisbon resident who had first hand knowledge about Blake Gendebien. She is perfectly positioned to provide our campaign with helpful GOTV (Get Out The Vote) strategy and that’s what she did. It’s since been revealed that accusations that Gendebien illegally dumps dead cows into the water have been leveled against him since 2024 and that his primary opponent also knew about it suggesting a widespread political cover-up that I exposed.”
The Constantino campaign published this week a photo of Blake’s alleged dump site (shown above), with what appeared to be a dead cow carcass.
Previous images published by Constantino show the same dump site area, but without that cow carcass or any other possible carcasses.
Gendebien’s campaign team claimed to Flack Broadcasting how the image published with a dead cow carcass was made thanks to artificial intelligence.
WWNY-TV reported that Gendebien follows all state laws for disposal.
