
FLOYD- A local resident is accused of an animal cruelty charge after police investigated reports of a thin, unhealthy looking horse in Oneida County.
On July 28, the Sheriff’s Office received a tip about a possible emaciated horse located on Rabbit Road, in the Town of Floyd.
Upon investigating, police found a female quarter horse, named "Girly," who was extremely emaciated. Due to her state, Girly was transported to a local certified vet tech where she could be cared for throughout the night.
Girly was then evaluated by a Doctor of Veterinary Medicine, from Oneida Equine Service, which confirmed her emaciated state.
As a result, on August 2nd, 2025, Katelyn Carstenbrock, 35, of Floyd was arrested and charged with violating New York’s Agricultural and Markets Law - Section 353 - Overdriving, torturing and injuring animals; failure to provide proper sustenance, a misdemeanor charge.
Carstenbrock was issued an appearance ticket and is due back in Floyd Town Court on a later date.
